Why do solar panels exceed MPPT voltage limits in sub-zero winter temperatures?

Monocrystalline solar cells increase open-circuit voltage (Voc) by approximately 0.35% for every degree Celsius below 25°C STC. At -15°C, a 43.6V 2S1P array spikes by 14% to 49.7V, and a 3S1P array spikes to 74.6V (which exceeds 60V portable power station inputs and requires a 100V MPPT controller like the Victron SmartSolar 100/30).
